Re-reviewed 2026-08-14 against the HP exception and deliberately left at Reported. The previous note said the gap was that no tool is named. That was the wrong diagnosis. Oracle does make a filed causal statement, and a blunt one: the fiscal 2026 Form 10-K says "the adoption and deployment of AI technologies across our operations have resulted, and may continue to result, in reductions to our workforce." Past tense, in the company's own annual report. What is missing is the join to the number. The 21,000 is a year-over-year headcount decline derived from the workforce disclosure, about 162,000 to approximately 141,000 full-time employees, and nothing in the filing attributes any part of it to AI. The 10-K describes the Fiscal 2026 Oracle Restructuring Plan in terms of employee severance costs with no AI rationale attached, and the AI sentence sits in a risk factor, unquantified. HP and Cloudflare both tie AI to a specific quantified plan; Oracle ties it to nothing in particular. Promote if Oracle quantifies the AI-attributed share.
